Chapter 18 — A City Without Rules

Apocalypse System: The Last Administrator

The survivors didn't celebrate.

They couldn't.

The Burrowers had retreated, but the supermarket was beyond saving. Half the roof had collapsed, support pillars were cracked, and the floor was littered with debris.

Marcus walked slowly through the ruined building.

"We're leaving."

No one argued.

The shelter that had kept them alive for a single night had become a death trap.

Outside, an unnatural silence hung over the streets.

The smell of smoke lingered in the air.

Several buildings were still burning, but no fire engines came.

No police.

No ambulances.

No helicopters.

Civilization hadn't lost control.

It had simply... disappeared.

Liam looked at a digital billboard across the street.

Its cracked screen flickered weakly before displaying blue text.

SYSTEM ANNOUNCEMENT

Earth Integration: 1% Complete

The message vanished before anyone else noticed.

Liam frowned.

Integration?

What exactly was Earth being integrated into?

The gray Administrator window flickered but offered no explanation.

"Which way?" Rachel asked.

Marcus unfolded the city map.

"The police station is too exposed."

"The hospital will probably be overrun."

Ben pointed toward the river.

"My uncle owns a warehouse near the docks."

"It has thick concrete walls."

Marcus nodded.

"That'll do."

"It gives us somewhere to regroup."

The group quietly agreed.

Nearly forty survivors left the supermarket together, carrying what little they could.

Food.

Water.

Medicine.

Blankets.

The children walked in the middle of the formation while the fighters guarded the front and rear.

For the first time...

They looked less like strangers.

And more like a community.

Liam walked near the back.

Emma slowed until she matched his pace.

"You've been thinking again."

He smiled faintly.

"Is it that obvious?"

"You make the same face every time."

She hesitated.

"Can I ask you something?"

"Sure."

"When the monsters look at you..."

She lowered her voice.

"...why does it feel like they already know who you are?"

Liam looked ahead.

"I wish I knew."

"I'm serious."

"So am I."

Emma searched his face.

She found only exhaustion.

"I believe you," she said softly.

"I just don't think we're asking the right question."

Liam glanced at her.

"What do you mean?"

"Maybe..."

She looked toward the crimson sky.

"...it's not about who you are."

"It's about who you used to be."

Those words lingered in Liam's mind long after the conversation ended.

An hour later, the group reached the business district.

The destruction here was even worse.

Towering office buildings leaned at impossible angles.

Roads had split open.

Entire blocks had vanished into enormous sinkholes.

Liam stopped walking.

"What happened here?"

Marcus stared silently.

"I don't know."

There were no signs of battle.

No monster corpses.

No wrecked tanks.

It looked as though the ground itself had simply... swallowed the city.

Then they heard it.

Laughter.

Human laughter.

Rachel immediately raised her spear.

"Someone's alive."

Five figures stepped out from behind an overturned bus.

All of them carried weapons.

Unlike Marcus's group, their equipment matched.

Leather armor.

Steel swords.

Crossbows.

One of them even wore a blue cloak with a silver emblem stitched across the chest.

Their leader smiled.

"Relax."

"We're human."

Marcus didn't lower his shotgun.

"So are bandits."

The man laughed.

"Fair point."

"My name's Victor."

"We've established a safe zone nearby."

He pointed toward a high-rise office complex.

"We're taking in survivors."

Ben's eyes lit up.

"A safe zone?"

Victor nodded confidently.

"Food."

"Water."

"Guards."

"We even have healers."

It sounded too good to be true.

Which was exactly why Liam didn't trust it.

The gray lines of Rule Detection appeared again.

This time...

They wrapped around Victor like invisible chains.

Not restraints.

Connections.

Every line stretched toward the office complex behind him.

Then...

Another line.

Almost too faint to notice.

It extended downward.

Into the underground parking garage.

Liam's stomach tightened.

Something beneath the building was generating those lines.

Something powerful.

Something hidden.

Victor noticed Liam staring.

"You don't believe me."

"I don't know you."

"A fair answer."

Victor smiled.

"Come see for yourself."

"If you don't like what you find..."

"...you can leave."

Marcus looked at the exhausted survivors.

Then at the children.

Finally...

He nodded.

"We'll take a look."

Liam wanted to object.

But he saw the hope in everyone's faces.

After everything they'd endured...

They desperately wanted to believe somewhere safe still existed.

He couldn't take that away from them.

Not without proof.

As they followed Victor toward the office complex, Liam glanced at the gray thread leading underground.

It pulsed once.

Like a heartbeat.

Far below the streets...

Something had noticed them.

And for reasons Liam couldn't explain...

It felt like it was smiling.
