Four days passed as I worked on creating new rules for the kingdom.
On the night of the fourth day, I told all the temporary ministers to gather at the main hall the next morning.
When morning came, they stood in long lines.
They whispered to each other, wondering why I had called them so early.
I walked up to the high throne and sat down.
The entire room went completely silent.
“I am going to introduce new rules in Anga,” I said, and my voice reached every corner of the room.
“I do not believe in the traditional ways this kingdom has been following.
So i going to change some rules and I need new ministers .
I want each of you to recommend capable people for new, temporary minister positions.
We need a Ship Minister, a Health Minister, an Educational Minister, a Guild Management Minister, road construction minister ,justice minister.
And some capable people to work for the government”
The ministers looked at each other in surprise.
I did not wait for them to start talking.
“Also, we are setting up a new Central Ministry Office.
I want workers and clerks hired immediately to handle the work.
Now, look at this scroll.”
I unrolled a massive sheet of thick paper and started to explain it to them
“These are the Fourteen Edicts of Anga that I had created.”
The Fourteen Edicts of Anga
“Now I going to explain it, so listen carefully ”
“First one will be ‘Aggressive Tax Reduction’
We are going cut all taxes by exactly 50 percent immediately.”
“The second thing was ‘Mandatory Academies’ ,We are going to build government schools from the smallest villages to our largest cities.
Every single child both boys and girls between the ages of 6 and 14 must attend and study.
After they turn 14, every youth must complete two years of mandatory military service.
No exceptions.
I know this will not get good results at the start.
I need this mindset to change.
We will train a special group of people who know how to speak well, and we will send them to every corner of the kingdom.
Their job is to go to every house and explain the benefits of education.
Also, families will only get the 50 percent tax cut if they send their children to study.”
“The third one was ‘Universal Free Student Rations’ ,We are also going to make sure that no family keeps their children at home to work the fields because of starvation.
The government will provide completely free food daily to every single student who goes to our schools.”
“The fourth one will be bulding of’ New cities’ , We will make plans to build completely new cities across Anga.
We will give specific benefits to villagers who move to these cities.
This will make tax collection, security, and workers will work very efficiently.”
“The fifth one was ‘Dual-Purpose Naval Shipyards’,Our shipyards will start building massive, heavy wooden ships.
In times of peace, the government will use these ships for high-profit international trade.
In times of war, they are designed to easily turn into armed warships.
And I need atleast 2000 ships in 5 years ,a single ship can carry atleast 50 soldiers, or Carry the weight of goods equal to them (for international trade)”
“The sixth on was’ Resource & Black Iron Nationalization’ ,all iron, copper, and precious metal mining is now the absolute property of the king.
Private ownership of mines is illegal.
Anyone caught mining privately for personal profit will be beheaded.
And also we are creating a special government search team to find and open new mines across Anga immediately.”
“The seventh one was ‘Three-Tiered Legal Court System’ ,We are setting up a clear legal path Village Courts for local problems, City Courts for bigger appeals, and the Royal Court for the final judgment.
If a common person cannot find justice in the lower courts, they have the right to come directly to me at the Royal Court.
However, judges must be strictly trained in our state laws first, so this system will take six months to a year to fully start.”
“The eight one was’ Merit-Based Military Advancement’.
Caste, birth, and wealth mean absolutely nothing in my army.
Soldiers and officers will be promoted strictly based on their achievements and skills on the battlefield.
We will set up military academies where soldiers can spend their hard-earned merit points to learn advanced energy system knowledge.
Those who reach the very top can even earn the right to learn divine ‘Astras’ directly from me.”
“The ninth one was ‘Direct Government Producer Markets’ ,to protect our farmers and craftsmen from greedy middlemen, the government will open state-run markets in every city.
The state will buy goods directly from the producers at fair prices.
This ensures no citizen loses money to greedy merchants.
In the next edict i will explain about government caravans so don’t confuse yourself.
”
“The tenth one was Sovereign State Merchant Caravans, the kingdom will launch its own massive, state-protected merchant caravans.
These caravans will not only travel within Anga, but they will also march directly through all our allied kingdoms to make massive, independent money for our treasury.”
“The eleventh one was Advanced Industrial & Specialized Guilds. We are setting up special government guilds in every major town—specifically Forging Guilds, Medical Guilds, Farmers Guilds, and Merchant Guilds.
Anyone can join to learn new skills and work together.
However, the government’s military and building orders are always their first responsibility.”
“The twelfth one will be Household Livestock Subsidies,
The state will give young farm animals to poor families completely free of charge.
The families can use them for their daily needs.
Once the animals grow up, they can sell the extra meat and milk back to the government at guaranteed market prices to build up their family wealth.”
“The thirteenth one was State-Funded Free Hospitals,
We will build free, government-funded hospitals from small villages to large cities.
Because training skilled doctors and medical staff takes time, this system will have a strict timeline of two to three years to ensure good care.”
“The fourteenth one was Imperial Highway Network,
To tie all these rules together, the government will build wide, stone-paved highways connecting every new city and trade outpost.
These roads will be guarded by regular military checkpoints.
This ensures our state caravans and troops can move across Anga at maximum speed without fearing bandits.”
When he finished his explanation of the fourteen edicts, the entire royal court was dead silent.
The temporary ministers stared at the scroll, completely shocked by the massive size of the changes.
It was a complete remake of society, economy, and war.
I leaned forward on my throne, looking at their stunned faces.
“Get to work,” I said simply.
“Bring me the list of recommended names for the new temporary ministries and good workers within a month.
We have to implement these fourteen edicts within two to three years, so we can see the final results within seven to ten years.”
