Basically, any child in the village with the talent to be a Ninja is sent here.
Even large clans like the Uchiha and the Hyuga are no exception.

On the first day of enrollment for new students, Hinata only hurried to the Ninja Academy to report after the morning classes had ended.
She had woken up in the middle of the night yesterday feeling hungry and snuck into the kitchen for food, only to be caught by a patrolling Ninja who told Hiashi.
As a result, she was subjected to another pointless lecture.
This caused Hinata to miss the freshman entrance ceremony.
Just as she was passing through the teaching area, she heard several voices discussing something.
Looking up, she saw three familiar figures surrounding another familiar one.
It was Naruto and those three idiots from yesterday who didn’t recognize the Byakugan.
Hinata looked around; there were quite a few people scattered nearby, but most were indifferent.
She even saw a few familiar faces among them.
Hinata frowned at the sight.
“Stop right there!”
Hinata strode forward and shouted.
This drew the attention of everyone around, including Naruto and the three idiots, who all looked toward Hinata.
“It’s you?!”
The three idiots’ faces changed instantly when they saw Hinata.
“It’s that violent girl!”
Naruto also recognized Hinata immediately.
“So it’s you three again!”
Hinata walked toward them, cracking her knuckles, her face unable to hide an eager expression.
“It’s the eldest daughter of the Hyuga Clan…”
By now, someone in the crowd had recognized Hinata’s identity.
“Could Miss Hyuga be trying to help that demon fox?”
Someone speculated about Hinata’s actions.
Hinata’s behavior clearly suggested she wanted to help Naruto; otherwise, why would she stop those three from bullying him?

Naruto looked at Hinata as she walked toward him against the light, a look of disbelief on his face, followed quickly by a wave of emotion.

At this moment, Naruto seemed to have been struck by a sudden burst of intelligence; his mind was working so fast it was practically smoking.

The leader of the three idiots felt that what Naruto said made a lot of sense.
“I didn’t expect a demon fox kid like you to think of that.”
The leader quickly assessed the current situation and was deeply surprised.
To be honest, the status of a Great Clan heir didn’t hold much deterrent for the Konoha villagers.
They even dared to mock Konohas White Fang to his face.
Let alone Hinata, this Miss Hyuga.
