Although everyone in the chat group didn’t quite understand the last sentence, Kaelin’s explanation made the overall situation completely clear to them.

The current chaos of pirates raging across the world was, at its core, something deliberately designed by the World Government to better control the world.

So whether Roger existed or not didn’t really matter—but what Roger did was basically hand the World Government a pillow to sleep on.Full novel: One Piece: Pirate Chat Group — read the rest free on NovelCodex.org

Why wouldn’t they take advantage of that?

Monkey D.

Dragon nodded thoughtfully, then suddenly spoke.

Dragon Slayer: “Wait… what about the Four Emperors?

They’re not exactly a small threat to the World Government.”

If the rise of pirates was something the World Government had intentionally allowed, then were the Four Emperors also part of their plan?

A sneer appeared on Kaelin’s face.

Kaelin: “You’re overestimating them.”

As soon as those words came out, the Puppeteer, who had been quietly observing, couldn’t stay calm anymore.

Puppeteer: “What do you mean by that?”

Kaelin: “The Four Emperors are nothing more than vicious dogs raised by the World Government.

Whether you call them emperors or kings, they’re just a group of pirates without ambition.

All they do is plunder—they have no intention of rebelling.

To be honest, their threat to the World Government is even smaller than that of the Revolutionary Army.

So tell me—has the World Government ever truly acted against the Four Emperors?

The World Government relentlessly hunts down the Revolutionary Army, but when it comes to the Four Emperors, it’s only ever the Marines who take action.

Roger was captured by the Marines, and other pirates are also dealt with by the Marines.

From beginning to end, it’s always been the Marines handling pirates.

The World Government itself has never truly cared about pirates.

In their eyes, the Marines are guard dogs protecting the house, while pirates are vicious dogs released to scare and control others.

The Four Emperors are just a few particularly strong ones.

The World Government simply controls both sides and uses them to hunt the entire world.

That’s why you’ll notice something interesting—there’s only one entrance to the Grand Line, yet there are no Marines guarding it.

Why?

On one hand, it prevents pirates in the four seas from growing too powerful and becoming uncontrollable.

On the other hand, it funnels pirates from all over the world into the Grand Line—a giant arena—for consumption.

Every year, new pirates emerge, only to be harvested in waves along the Grand Line like crops that keep growing back.

Even if you make it to the end, you’ll have to face the Four Emperors in the New World.

At that point, you’ll realize that the entire world is like a chessboard, and everyone is just a piece on it.

The one controlling the board—the World Government—is playing everyone in the palm of its hand.

That’s why the world can be in constant turmoil, yet the World Government has remained stable for eight hundred years.

And within this system, it doesn’t matter who the Four Emperors are.

The New World—the final arena—will always have people fighting there.

The World Government only needs to ensure that no one with true ambition to overthrow them rises up.

Now you understand why the World Government hunts the Revolutionary Army relentlessly, while only placing spies to monitor the Four Emperors.”

Kaelin continued:

“So what kind of threat do you think the Four Emperors really are?

But don’t forget—even if things spiral out of control, the World Government still holds two trump cards.

And the Marines are just the visible front of that power.”

After hearing Kaelin finish, everyone in the group felt a chill run down their spines.

If Roger’s plan had seemed merely immature before, now it looked like a complete joke.

Roger was like a child holding a wooden gun and trying to rob an adult—anyone who saw it would just laugh.

And that realization left them shaken.

If things were really like this, then was there any point in continuing their goals?

Dragon suddenly focused on the “two trump cards” Kaelin had mentioned.

One of them had to be the Ancient Weapon Uranus—but what was the other?

He immediately asked:

Dragon Slayer: “What is the other trump card you mentioned?”

Kaelin smiled faintly and tapped on his screen.

Kaelin: “This is what the Revolutionary Army has been pursuing, and also the foundation the World Government has been carefully maintaining all along—the hearts of the people.”

Public opinion?!

The World Government still has something like that?

Are you kidding?!

In an instant, Dragon, the Puppeteer, and the Historian couldn’t stay calm anymore.

The World Government—the same one that destroyed Ohara—still had the support of the people?

Dragon Slayer: “Please explain.”

Unknowingly, Dragon had begun to feel a sense of respect toward the young man on the other end of the chat.

If he had understood all of this a few years earlier, things might have turned out very differently.

This was also his first time leading a revolution.

There weren’t many professionals in his group—there weren’t even many educated people.

Kaelin’s words today had truly opened his eyes.

And since Kaelin understood all of this so clearly, then he must also know how to break the situation.
