Nine licensed heroes, four floats, one open-air press gallery, and approximately eleven thousand registered civilians lining a route that runs fourteen blocks down Meridian Avenue before terminating at Bellweather Square, where the mayor gives a speech and Vantage does a flyover and everyone acts like costumed people saving other people from costumed people is something worth celebrating with a marching band.
I’ve been researching this for five days. I have a binder.
Nobody asked about the binder. Nobody asks me about anything, because nobody’s here, but if someone were here and if they asked, I’d explain that the binder contains: a scaled route map with hero positions marked at each scheduled checkpoint, a timeline of last year’s parade based on six different news broadcasts I cross-referenced for accuracy, crowd density estimates by block derived from aerial photography I found on a municipal planning archive that anyone could access if they knew where to look, and a twelve-page analysis of heroic response times during public events that I compiled from League filings I obtained through a Freedom of Information request I submitted seven months ago.
The Freedom of Information request cost $14. I’m counting it as a business expense.

The assessment doesn’t account for environmental variables. I read that line, I note it, and I move on, because environmental variables are a category so broad it’s meaningless. Temperature, humidity, wind speed, atmospheric pressure. The Registry flags everything. If I stopped to account for every flag, I’d never build anything.
Nine heroes. The number matters. Nine heroes at a public event means I can’t engage directly — even if I wanted to, which I don’t, because direct engagement requires combat and combat requires someone to fight me and we’ve established how that goes. What I can do is create an event large enough and dramatic enough that the crowd notices, the media covers it, and someone — anyone — says the name “Calamity” on a broadcast that reaches more than eight people.
This is my first Certified Scheme. I’m going to do it right.
I filed Form 7-C two days ago. Pre-Registration of Hostile Intent, three pages, submitted through the League’s online portal, which crashed twice during the submission process. I included: target description, estimated timeline, operational methodology (redacted per Section 6, which allows villains to withhold tactical specifics while still meeting the notification requirement), and my Registry identification number. The forty-eight-hour advance notification will go to the League’s Event Coordination Office, which will forward it to the relevant heroes, who will file it somewhere and forget about it until I show up.
I know they’ll forget about it. Provisional villains file pre-registrations every week. Most of them never follow through. The ones who do follow through are usually stopped within seconds. The League processes these forms the way a utility company processes change-of-address cards — accurately, promptly, and without the slightest expectation that the sender matters.

I’m not expecting it. Blueprints unlock through the Intellect gate (my Intellect is 17, which means I can access Tier 2 designs, floor of 17 divided by 8), and the unlock happens when the Registry detects that you’re working within a blueprint’s parameters, thinking along its lines, applying your intelligence to its specific domain. It’s not a choice. It’s a recognition. The system watches you think and decides what you’re qualified to build.

Tier 2. I read the specifications and I feel the thing I only feel when I’m building — the clean, quiet certainty that the world makes sense if you describe it in small enough units. Wind shear. Barometric inversion. Precipitation forcing. These aren’t threats. They’re engineering problems with engineering solutions, and the blueprint is a map, and the map says: you can do this. Your intelligence is sufficient. Your tools are adequate. Build.
Tier 3 is at INT 24. Seven more points. Seven more levels. I pull up the gate just to look — the way you pull up a price on something you can’t afford, not to buy it, just to know the number. To make the distance concrete. Whatever’s behind that threshold, I can’t see it from here. The blueprint library has a room I’m not cleared for, and the door doesn’t have a window, and I stand in the hallway for exactly as long as it takes to be useless, and then I go back to the Array.
The capacitor bank is already on hand — salvaged from the Kessler device, the same one that burned my fingers. I cleared the charge, rebuilt the coupling, grounded it correctly this time. The other components I’ll need to source. Induction coils are standard industrial. The barometric pump is specialized but available through surplus channels I’ve cultivated over eighteen months of buying things I can’t technically afford. The ionization lattice I’ll fabricate myself from copper wire and a ceramic housing I can machine from stock.
$380. That’s what it’ll cost in materials. I have $800. After the build, I’ll have $420, which is not enough for next month’s medical bill, which is a problem I’m going to solve later because I can only solve one problem at a time and right now the problem I’m solving is how to make it rain on nine heroes at a public parade.

The warning sits in the corner of my vision, amber, patient. I’ve seen it before. The Registry tracks my mother’s medical bills and my rent and my material costs, and it’s calculated — correctly, because the Registry is always correct — that $420 isn’t enough. And it’s telling me this the way a fuel gauge tells you you’re below quarter-tank. Not an emergency. Not a crisis. Just a fact, waiting to become one.

I build the Atmospheric Disruption Array in six days, and I want to talk about those six days, because those six days are the best six days I’ve had in a year, and nobody’s going to ask me about them, so I’m going to tell you.
Day one is procurement. I source the induction coils from a surplus dealer on the east side who doesn’t ask questions. Discretion has nothing to do with it; he doesn’t care. The barometric pump comes from an HVAC supplier who thinks I’m retrofitting a commercial dehumidifier. The ceramic housing stock I pick up from a pottery supply store, which is the least villainous errand I’ve ever run, and I’ve run a lot of unvillainous errands.
Day two is fabrication. The ionization lattice is the precision component: copper wire wound on the ceramic housing at exact intervals, each loop calibrated to generate a specific charge density when powered. I spend eleven hours on this. I wind 340 loops. I check each one with a multimeter. Three fail tolerance. I unwind and redo them. No shortcuts. No approximations.
Days three and four are assembly. The Array is — I’m going to use a word I don’t use lightly — elegant. Six modular sections, each independently powered, each with its own failure cutoff, all feeding a central resonance chamber that coordinates the atmospheric effect. If one section fails, the others compensate. If two sections fail, the device operates at reduced output. If three sections fail, it shuts down cleanly. I’ve designed six failure modes and six corresponding recovery protocols, and the energy budget is balanced to three decimal places, and every solder joint is clean, and every wire is routed with intention, and this is the thing I’m good at.
This is the only thing I’m good at. I know that. I’m not going to dress it up. But when the Array sits on my workbench and I run the diagnostic sequence and every indicator comes back green, there’s a moment — brief, unguarded — where I’m not performing and I’m not explaining and I’m not rebutting anyone. I’m just a person who built something that works.

Day five is testing. I run the Array at 10% power in the storage unit and the barometric reading drops four millibars in thirty seconds. The air gets heavy. Dense. I can feel it on my skin — a pressure change, subtle but unmistakable, and the Array did that. My device changed the air in a room, and if it can change the air in a room, it can change the air over a parade route, and if it can change the air over a parade route—
I need to explain the plan.

Here’s the problem. The plan is good. Genuinely good, I think, and I need to say it out loud because I’ve been thinking it for five days and thinking isn’t enough. Thinking is internal. Thinking doesn’t have transitions. A plan needs to be spoken. It needs to hit the air and survive its own logic. The only way to test a plan is to present it to someone and see if it holds.
Wendell doesn’t exist yet. I don’t know Wendell. I’ll meet him later, under circumstances I can’t predict, and he’ll listen to my plans, patient and unsurprised, having heard a lot of plans and survived most of them, but that’s later. Six doesn’t exist yet either. Six is a thing I haven’t built, a project I haven’t started, and right now Six is a set of components in a bin that I’ve labeled FUTURE and haven’t opened.
So the audience, tonight, in Storage Unit 417-B, is a wall.
It’s a good wall. Cinder block, standard commercial grade, painted once in a color that was probably beige and has faded to the particular shade of nothing that institutional paint fades to. I’ve been staring at this wall for eighteen months and it’s never interrupted me, which already makes it a better audience than anyone I’ve met.
“Here’s the plan,” I say.
I’m standing. I don’t usually stand for these — I’ve given most of my monologues seated, or crouching, or in one case lying on my back under a junction box — but this plan deserves standing. I gesture at the wall. At the Array on the workbench. At the binder, which is open to the route map.
“The Bellweather Founders’ Parade runs fourteen blocks down Meridian Avenue. The press gallery is here—” I point at the wall, which doesn’t have a diagram on it but which is going to have to imagine one — “at the intersection of Meridian and Calloway. Open-air. No roof. That matters. Vantage does his flyover at approximately 2:15 p.m., which puts the peak crowd density at the press gallery between 2:10 and 2:25.”
I pause for effect. The wall does not react.
“The Array deploys from a rooftop position — here, the Calloway parking structure, nine stories, unmonitored roof access — and activates at 2:12, three minutes before the flyover. At 400-meter range, the effect covers the entire press gallery and six blocks of parade route. Wind shear at ground level. Barometric inversion above. The clouds open. Not a drizzle — a downpour, localized, sudden, and undeniably dramatic.”
I’m gesturing. Both hands. The gauze on my left fingers has come loose and I don’t care.
“Nine heroes. Average response time of eight to eleven seconds. Vantage at four. But response to what? There’s no attacker. There’s no weapon they can see. There’s weather — sudden, violent weather — and you can’t punch weather. You can’t suplex a thunderstorm. You stand there, in costume, in front of cameras, and you get wet, and the crowd gets wet, and nobody can do anything about it because the effect is atmospheric, not combative, and the heroes have been trained to fight people, not pressure systems.”
I’m pacing now. The storage unit is 140 square feet and pacing in 140 square feet is mostly just turning around a lot, but I’m making it work.
“During the disruption, I broadcast. Emergency channel, public frequency. I identify myself. I make a statement. I take credit. The Infamy threshold requires acts perceived as frightening by a plurality of registered civilians, and eleven thousand people standing in an unexplained downpour while a masked villain announces he caused it — that’s frightening. Not dangerous. Not harmful. Frightening. There’s a difference, and the Registry recognizes the difference, and that difference is the difference between Infamy and a prison sentence.”

I’ve thought about everything.
I’ve run the numbers on structural load and power draw and thermal dissipation and wind resistance and roof access and escape routes and broadcast range and crowd patterns and hero deployment and media coverage and signal interference and twelve other categories of potential failure that I’ve identified, cataloged, and solved.
Nine heroes, their response times mapped to the second. One press gallery, uncovered, positioned exactly where the effect will be strongest.
The plan is good.
I sit down on the floor and look at the Array — finished, tested, ready — and I feel something close to confidence for the first time since I registered, and I close my eyes and I run through the plan one more time, and it holds.
It holds because I’ve thought of everything. The wind speed. The precipitation rate. The barometric shift and its effect on the Array’s output. The way the clouds will form, localized, visible, dramatic against the afternoon sky. I’ve modeled the atmospheric conditions from every angle, calculated every interaction between the Array’s output and the existing weather patterns, and I’m satisfied — professionally, technically, completely satisfied — that the effect will do exactly what I’ve designed it to do.
What I haven’t thought about — what I haven’t spent a single calculation on, across five days of planning and six days of building and one very thorough presentation to a wall — is what happens to eleven thousand people standing outdoors when the weather changes.
Not the heroes. The people.
But I don’t think about that yet. That’s later.
Right now, the plan is good, and the Array is ready, and the wall has heard the whole thing without a single objection, and I take that as a sign.
