Executive Authority

The relay chamber remained completely silent and waiting. Ancient machines hummed softly beneath the earth while dust-covered monitors bathed the room in flickering light. Every active screen displayed the same message:

Adrian stared at it. "No." His voice echoed weakly through the cavernous chamber. Because this was insane. Not just overwhelming. Objectively insane. He was a guy from another universe standing inside a buried government relay station while a century old computers calmly informed him he was now President of the United States.

Reality had officially stopped making sense.

The synthetic voice answered anyway. "Denial acknowledged."

Adrian pointed at the nearest speaker. "Okay, first of all... don't patronize me."

Silence… rude.

☢ ☢ ☢

Across the room, Cassandra hadn't moved from the central platform. The red glow from the monitors reflected across her face as she watched the system with unmistakable tension. Not fear, recognition and something dangerously close to dread.

Adrian noticed her eyes moving from terminal to terminal, lingering on certain consoles longer than others. She knew what she was looking at. Far more than she wanted to admit.

The overhead speakers crackled again. "Emergency succession protocols remain active under Continuity Preservation Statute." A brief pause followed. "Awaiting executive directive."

Adrian let out a tired laugh. "You people really built a government that survives nuclear war through paperwork."

Without taking her eyes off the displays, Cassandra answered quietly. "Yes."

The certainty in that single word was unsettling. Adrian rubbed both hands across his face. "So let me make sure I've got this straight." He gestured toward the glowing monitors. "This system thinks I'm President because everyone else died."

"Correct."

The room somehow felt colder after hearing it stated so plainly, not because of the title. Because of the logic behind it. The system hadn't mourned the Great War, it hadn't questioned whether civilization deserved another chance. It had simply confirmed leadership casualties, activated succession and continued operating… America reduced to procedure. That might have been the most horrifying part.

A nearby terminal suddenly flickered to life. Adrian flinched. "Jesus Christ." Lines of text began scrolling rapidly across the dusty display. Power distribution, defense networks and communications infrastructure.

Most of the reports carried the same status. OFFLINE

But not all of them, a handful displayed. DORMANT

Others. LIMITED FUNCTION

Just waiting to be activated.

The overhead voice continued with the same emotionless precision. "Remaining operational assets available for executive review." Another display powered on across the chamber. This one showed a map, not the United States. California.

Dozens of faint markers blinked across the state. Buried relay stations, communications nodes, emergency facilities and military repositories. Adrian felt his stomach tighten. Until now, all of this had felt abstract. Old systems, forgotten bunkers and ancient protocols.

Now he was looking at a network that still existed. Broken and scattered. But alive.

☢ ☢ ☢

Without realizing it, Cassandra stepped closer to the display. Adrian noticed immediately. It wasn't curiosity, it looked more like recognition. The way someone studied a place they'd only seen in old photographs.

"You recognize some of them."

She didn't deny it, after a long moment, she gave a small nod. "Yes."

"From your father?"

Silence stretched between them, then she answered quietly again. "From my family."

Another piece, not the whole truth. But another piece. Adrian filed it away.

The map zoomed automatically toward southern California. Most of the markers remained red. One glowed gold, the same coordinates southwest. The hidden facility.

The voice spoke again. "Primary reclamation node remains active."

A second line appeared beneath it.

EXECUTIVE OVERSIGHT REQUIRED

Cassandra's expression tightened. "That shouldn't still exist."

Adrian looked at her. "You've said that twice now."

"Because it vanished."

"Facilities don't just vanish."

She turned toward him slowly. "These did." There wasn't a trace of exaggeration in her voice. She spoke like someone recalling history, not repeating rumors.

That sent a chill through Adrian. The display shifted again. New system reports scrolled across the monitors.

SECURITY STATUS: COMPROMISED

EXECUTIVE PROTECTION NETWORK: UNAVAILABLE

A moment later:

DEPLOYMENT ASSETS: MINIMAL

The room lights dimmed for a heartbeat before stabilizing again. Somewhere deeper inside the facility, a heavy metallic clunk echoed through the concrete.

Adrian immediately looked toward the sound. "What was that?"

The synthetic voice answered without hesitation. "Local systems restoring."

"Oh, good." He nodded slowly. "Wonderful."

A faint vibration rolled beneath their feet. Then came another sound. Heavy footsteps, metal against concrete. Steady and deliberate.

Adrian's hand immediately found the shotgun strapped, pulling it across his back. "Oh, I knew there'd be robots."

☢ ☢ ☢

Across the chamber, a massive blast door hissed as ancient hydraulic pistons forced it open. Dust poured from the seams while rusted mechanisms groaned after years of disuse. Beyond the doorway, darkness shifted. Something stepped forward. Large, humanoid and metal.

Adrian's first thought was Protectron. His second was... not quite. This machine was taller, broader and built with unmistakably military lines. Heavy armor plates covered its frame beneath layers of dust and corrosion. Faded federal markings remained barely visible across one shoulder, while a single optical sensor glowed a steady amber beneath decades of grime.

The robot emerged fully into the emergency lighting. Its footsteps echoed through the relay chamber.

THUNK.

THUNK.

Then it stopped, the machine turned its head toward Adrian. Static crackled softly through an ancient speaker. "Executive presence confirmed."

For one long second, nothing happened. Then the robot snapped to attention with crisp mechanical precision, its right arm rose smoothly and saluted.

Adrian froze. Not because of the robot or because of the title, but because this was the first undeniable proof that the Protocol wasn't just software buried inside his Pip-Boy.

It extended into the world. Into machines, forgotten facilities and into systems that had been waiting for years. For the first time since waking up in Vault 13... Adrian truly understood what the Reclamation Protocol was.

America itself was beginning to wake up.
