Set in 1936 during the early stages of the Nationalist government's judicial reform in Nanjing, the story unfolds against a backdrop of strict legal codes intertwined with factional strife and intricate personal networks. A seemingly ordinary civil dispute escalates into a high-stakes game between procedural justice and bureaucratic under-the-table rules when the plaintiff turns out to be the uncle of a local court bailiff. The characters include Lu Mingxuan, the cunning and self-preserving president of Wuxian District Court; Shen Qinghe, a newly appointed judge fresh from overseas who clings to legal principles but finds himself navigating treacherous waters; and Third Master Zhao, a thuggish plaintiff who bullies the neighborhood thanks to his nephew's position in the court.
