In the mid-to-late 18th century, the young maiden Bai Fenghuang's father Bai Chongyi is suddenly transferred by imperial decree to serve as the commander of the Changlinzi outpost at the Dasheng Wula General Administration in Jilin. She accompanies her family to their post in the Changbai Mountains. Her father, from a martial arts family in the capital, served as an imperial bodyguard, while her mother, Yehenara Sule, is of Manchu nobility. At that time, the Dasheng Wula General Administration, one of the four imperial tribute offices of the Qing Empire, faces turmoil due to resource depletion, external threats from Tsarist Russia, and internal conflicts with the Jilin General's Office over taxation. The chief administrator Zhao Yunsheng, overwhelmed and at a loss, finally receives strong support from the Bai family. Bai Fenghuang, following her father's appointment, helps rectify officialdom, build infrastructure, and thwart Russian encroachment. However, under the corrupt and incompetent Qing rule, she flees to Japan to avoid disaster. Over a decade later, as Japan invades and occupies Northeast China, Bai Fenghuang returns to Jilin, rallying local bandits to resist Japanese samurai. Betrayed by a traitor, she flees again to the United States, where she dies in her Los Angeles residence in June 1949, on the eve of the founding of New China.
